About Me

Lilian Tan

More than 25 years of Human Resources Practice and Consulting

With almost three decades of dedicated experience in human capital management and organisational cultural change, I have led diverse teams across various industries worldwide, including professional services, media and entertainment, telecommunications, technology, aviation, transport, supply chain & logistics, real estate, hospitality, and services. I have done the whole human resources (HR) works from hire to retire, strategy to operations. You could say I have been around the HR block and picked up a wealth of experience along the way.

My HR journey has been end to end. I have had the opportunity to lead and execute the full HR value chain, and it has given me a well-rounded perspective on what it really takes to support both people and businesses. In this journey, I have also implemented multiple HRIS systems, from early SAP HR platforms to advanced, cloud-based HRIS solutions such as SAP SuccessFactors and Workday. This breadth of experience has given me a well-rounded, practical perspective on what it takes to effectively support both people and business outcomes.

I was the Group Chief Human Resources Officer at City Developments Limited (CDL), a leading global real estate company. In this group-level role, I led enterprise-wide HR strategies aligned with aggressive growth objectives and evolving market demands, while overseeing Central Procurement, Facility Management, Enterprise Innovation, Corporate Services, and the Company Secretariat functions (for CDL and Hong Leong). My tenure at CDL involved developing and implementing innovative people and governance practices that supported the Group’s expansion, strengthened operational effectiveness, and enhanced its competitive edge across the real estate value chain.

In addition, I served as the Chief Human Capital Officer at SATS Ltd, a prominent aviation company, where I was instrumental in driving HR strategies that aligned with the dynamic needs of the aviation industry. At SATS, besides my role as the CHCO, I had the opportunities to lead initiatives in Shared Services, Enterprise Risk Management, Mergers and Acquisitions (pre and post), Facility Management and Global Procurement. As the interim Chief Corporate Officer, I developed procurement governance frameworks and led ground safety culture initiatives. During the pandemic, I shifted the focus to employee protection, implementing a vaccination program for over 10,000 employees, and launched the SATS Academy, transforming HR into a profit centre with over 160 training programs, retaining nearly 4,000 workers’ jobs. Furthermore, I served on various boards of SATS’ subsidiaries and joint ventures, with profit & loss (P&L) responsibilities. Under my leadership, SATS received numerous accolades for developing people and organisational culture. My career also includes senior positions at globally recognised firms such as KPMG Consulting Asia Pacific, BearingPoint, Singapore Computer Systems Limited, and Singapore Telecommunications Ltd (Singtel).

In addition to my corporate endeavours, I actively participate in the broader HR community and contribute to the labour landscape as a Tripartite Mediation Advisor, appointed by the Ministry of Manpower and TADM. Furthermore, I serve as a valued member of the HR and Remuneration Committee of SPD, furthering my commitment to shaping the field of human resources and its impact on society. I am also a board member of the Salvation Army National Advisory Board. Recognised for my unwavering dedication to the field, I was honoured with the Institute for Human Resource Professionals Master Professional designation in December 2021. My contributions were also acknowledged with the Singapore Human Resource Institute Leading HR Leader Award in both 2015 and 2019, further underscoring my commitment to excellence in HR leadership and management. My academic foundation includes a Bachelor of Business Administration, with a specialisation in Finance, earned from Texas A&M University. This educational background, coupled with my extensive practical experience, has equipped me with a well-rounded perspective and the expertise required to excel in the dynamic and challenging arena of human capital management and organisational culture transformation.
